Nano technology, information technology and biotechnology are known as three major leading technology in the 21st century. The development of nanometer technology will have a great impact on material sciences, life sciences and medical sciences. In two fields of microscopic and macroscopic substantial world, the mankind has made enormous progress. And between them, from 1 to 100 nm, scientists find some prodigious phenomenon in physics and chemistry. For example, the intensity, the toughness, the specific heat, the electric conduction rate, the spreading rate, and the magnetization rate of the object are totally different than is known from our general knowledge. These new discoveries will cause new appearance of theory, and bring great influence to mankind. It will become a lasting revolution. Nowadays, the western countries, such as U.S.A., Japan, European Union, put forward their own nanometer technology development strategy and plan. Nano technology has offered other countries like China a good chance to catch up with and surpass the western developed country in the hi-tech field.
